With a background spanning both computer science and business strategy, Arvin has built his career at the intersection of technology and human connection. Early on, he recognized a gap between technical teams and business stakeholders and established himself as a trusted translator between the two: someone capable of bridging silos, aligning priorities, and turning complex technology into practical outcomes.
Although he originally envisioned a career focused on Fortune 500 and global consulting environments, Arvin’s path ultimately led him toward public sector transformation. He began his professional journey within the highly selective KPMG MBA program, which at the time accepted only a handful of candidates annually. There, he gained experience across multiple disciplines and industries, developing a broad operational and strategic foundation that would later shape his leadership philosophy.
After several years in consulting, Arvin launched Catalyst while continuing to support his former employer through an enabling contract. What began as a small business focused on serving public sector organizations steadily evolved into a trusted consulting partner recognized for delivering thoughtful, high-impact solutions. Catalyst was formally recognized as a Minority Business Enterprise (MBE), and to date, the vast majority of its growth has come organically through reputation, referrals, and long-standing client relationships.
Under Arvin’s leadership, Catalyst has become known for its “white glove” approach to service. He believes clients should always feel like the top priority: responsive support, strong communication, and genuine partnership are foundational to the company’s culture. His approach to technology is equally pragmatic: rather than anchoring himself to any single platform or trend, he has consistently focused on understanding where the industry is headed and, more importantly, what customers truly need. From the dot-com era to today’s rapidly evolving AI landscape, he has remained committed to helping organizations modernize in ways that are practical, sustainable, and people-centered.
A major milestone in Catalyst’s growth was its work supporting Chicago’s 311 initiatives, which helped establish the company as a respected player in government technology and constituent service transformation. Arvin is equally proud of the company culture Catalyst has built over the years, one that attracts talented professionals who care deeply about their work and the people they serve. Bryon Martin is the Chief Technology Officer and a Senior Technical Architect at Catalyst Consulting Group, where he specializes in designing and delivering flexible, scalable solutions for public sector and enterprise organizations. With more than 30 years of experience spanning software engineering, solution architecture, and technical leadership, Bryon brings a highly practical and strategic approach to helping organizations modernize systems, improve operational efficiency, and solve complex technical challenges.
Bryon’s professional background spans more than three decades across software engineering, enterprise architecture, systems integration, cloud strategy, and large-scale technology modernization. While he has extensive experience within the Salesforce ecosystem, his expertise extends far beyond any single platform. Throughout his career, he has focused on helping organizations design scalable, flexible, and cost-effective technology solutions that align with long-term operational goals and broader enterprise architecture strategies.
Rather than approaching projects through the lens of a specific technology, Bryon focuses on helping organizations maximize the business value of their technology investments. He is particularly passionate about designing systems that integrate effectively within larger technology landscapes while remaining adaptable to future growth and modernization efforts. His experience spans large-scale implementations across Financial Services, Healthcare, and Government Technology, where he has consistently helped organizations navigate complex technical environments and evolving operational demands.
In addition to enterprise solution architecture, Bryon has a strong interest in IT modernization, cloud strategy, and the responsible use of emerging technologies within the public sector, including AI adoption in government environments. He believes successful modernization requires balancing innovation with practicality, security, scalability, and long-term sustainability. His ability to bridge deep technical expertise with strategic business thinking has made him a trusted advisor for organizations managing complex digital transformation initiatives.
Bryon’s leadership style is grounded in collaboration, mentorship, and continuous learning. He is passionate about helping teams grow their technical capabilities while fostering an environment built on accountability, problem-solving, and shared success.

Outside of work, Bryon enjoys spending time with his family, exploring new technology trends, and continuing to expand his technical knowledge across emerging platforms and tools.
Stephanie Perrin serves as a Delivery Executive at Catalyst Consulting Group, where she leads the organization’s delivery operations and helps define the strategic processes that guide how Catalyst manages projects, resources, and long-term growth. Her role focuses on building scalable delivery models, strengthening operational efficiency, and ensuring client engagements are executed with consistency, accountability, and a people-first mindset.
With more than 16 years of experience in software development and consulting, Stephanie has built her career at the intersection of technology delivery, operational strategy, and team leadership. She began her professional journey as a developer with CBS Sports before transitioning into technical project management, where she discovered a passion for building high-performing teams and creating structure around complex delivery environments. Over the last 13 years, she has worked exclusively within smaller custom development and Salesforce consulting organizations, gaining broad experience across project execution, PMO leadership, and organizational operations.
Prior to joining Catalyst, Stephanie held several leadership roles focused on project delivery and organizational process improvement. At her previous company, she served as PMO Director and, earlier in her career, was elected by her peers within a Holacracy-based business model to lead the project management organization. Those experiences helped shape her collaborative leadership style and reinforced her belief that successful delivery organizations are built on trust, transparency, and strong operational foundations.
Throughout her career, Stephanie has specialized in delivery operations, business transformation, PMO development, strategic process improvement, and technical program management. She is particularly passionate about creating scalable systems that allow teams to operate more efficiently while maintaining a strong employee experience and high-quality client outcomes.
Among the accomplishments she is most proud of is building Project Management Offices from the ground up at three separate organizations. In each case, she established governance structures, Agile methodologies, resource management practices, and standardized delivery processes that improved operational efficiency, reduced non-billable time, minimized scope creep, and strengthened overall profitability. At Catalyst, she also played a key role in scaling the delivery organization from a small team of seven into a structured, cross-functional department of more than twenty employees spanning project management, business analysis, QA, UX, training and change management, content management, support operations, and leadership.
Stephanie’s leadership philosophy is rooted in servant leadership and a deeply people-centered approach to management. She believes the strongest teams are built through trust, respect, clear expectations, and genuine support. Rather than leading from a distance, she prioritizes working alongside her teams, mentoring employees, and creating environments where people feel empowered to do their best work. She firmly believes that successful organizations are ultimately built on the strength, dedication, and engagement of their people.
She holds a bachelor’s degree in journalism and a master’s degree in digital communications, along with several industry certifications including PMP, PMI-ACP, Certified ScrumMaster (CSM), PMO Certified Practitioner (PMO-CP), Salesforce Certified Administrator, and Salesforce Certified Business Analyst. She is also an active member of the Project Management Institute (PMI).
Based in Hawaii, Stephanie enjoys spending time outdoors with her husband Jeff and their three daughters. A former college volleyball player, she still enjoys playing competitively and takes full advantage of Hawaii’s outdoor lifestyle through hiking, watersports, beach days, and reading whenever she can.
Jessica (“Jess”) Talwar is the Vice President of CRM Solutions at Catalyst Consulting Group, where she leads the organization’s CRM strategy and helps define our approach to solution delivery and customer engagement. Having been with Catalyst since 2018, her work focuses on helping state and local government organizations modernize the way they communicate, engage, and serve their constituents through thoughtful, people-centered technology solutions.
Jess has long been passionate about politics and government affairs. Earlier in life, she considered pursuing a career in law before ultimately finding her path in technology consulting. Today, her role at Catalyst allows her to combine both interests by partnering with public sector organizations on initiatives that modernize government operations.
Her career originated within the Salesforce ecosystem, specifically through Salesforce Marketing Cloud. Jess played a key role in building and expanding Catalyst’s Marketing Cloud practice, helping establish the firm as a trusted implementation partner for government-focused marketing automation and constituent communication initiatives. Interestingly, her path into CRM was somewhat inverted from the traditional industry trajectory: she began in marketing automation first before later expanding into broader CRM strategy.
As client needs and the technology landscape evolved, Jess also helped guide the evolution of Catalyst’s practice itself. What was once positioned primarily as “Salesforce Solutions” expanded into the broader “CRM Solutions” practice, reflecting Catalyst’s commitment to identifying the right technology for each client. In support of that philosophy, Jess holds certifications across both Salesforce and HubSpot technologies and has led initiatives spanning CRM modernization, marketing automation, customer experience strategy, case management, and digital engagement. Key customers for which Jess has overseen projects include the City of Toronto, Houston Airport System, Phoenix Sky Harbor Airport, Atlanta Beltline, the City of Tampa, and the City of San Antonio.
Jess’ leadership style is collaborative, highly engaged, and rooted in enablement. Outside of technology, she has trained in ballet and jazz for most of her life and has taught dance for over a decade. To this day, she teaches every Saturday at a local Chicagoland dance studio. She credits much of her leadership and communication style to her experience as an instructor: meeting people where they are, building confidence, simplifying complex concepts, and helping others feel supported while learning something new. She sees strong parallels between teaching dance and guiding organizations through technology transformation.
Based in Chicago, she lives with her husband, Jasvinder, and two cats and spends her free time in pursuit of the perfect plate of pasta.
Libby King is a Director of Delivery at Catalyst Consulting Group, where she leads the organization’s Business Analysis discipline, manages teams of Project Managers, Business Analysts, and Product Owners, and serves as a Delivery Executive across both implementation and support engagements. Her work focuses on strengthening delivery strategy, improving client experiences, and ensuring projects remain closely aligned to organizational goals and user needs throughout the implementation process.
Libby’s professional background spans nearly two decades across consulting, client services, digital strategy, and project delivery. After graduating with a background in Journalism, she initially began her career in creative work as a copywriter before transitioning into strategic marketing and customer engagement initiatives focused on digital channels. Her shift into project management came while working at a boutique technical consultancy delivering custom applications for public sector and nonprofit organizations, an experience that ultimately shaped her long-term passion for technology consulting and digital transformation.
Over the course of her career, Libby has developed extensive experience leading complex projects, improving delivery operations, and helping organizations better connect business objectives with technical execution. Her expertise spans program management, strategic planning, user experience, and business process improvement, with a particular focus on ensuring technology initiatives remain grounded in the needs of both organizations and end users.
One of the accomplishments she is most proud of at Catalyst has been helping evolve the company’s delivery methodology to place greater emphasis on business analysis and organizational understanding within implementation projects. What was once a role reserved only for Catalyst’s largest or most complex engagements has since become a foundational part of the company’s delivery approach and is now integrated into every project. Libby has played a key role in helping establish business analysis as a core discipline within Catalyst’s delivery framework, reinforcing the importance of thoughtful discovery, stakeholder alignment, and user-centered planning in successful digital transformation initiatives.
Her leadership style is rooted in servant leadership, mentorship, and empowerment. Libby believes successful delivery organizations are built through support, collaboration, and education, both internally and with clients. She is passionate about helping teams grow their skills and confidence while ensuring clients feel informed, supported, and engaged throughout the implementation process. Her approach prioritizes partnership, communication, and creating environments where teams can do their best work together.
Outside of work, Libby enjoys spending time with her husband, two children, dog, and cat. She is an avid reader and writer and also enjoys cooking, baking, and traveling whenever she has the opportunity to do so.
